What can INTERREG-Projects do for Flood Risk Prevention?

After each new flood the question arises, how far the measures and projects, taken after previous floods, prevented damages and what was improved. On behalf of “Bundesamt für Bauwesen und Raumordnung” (“Federal Office for Building and Regional Planning”), INFRASTRUKTUR & UMWELT has examined this question in the project LABEL-x-tra. The funding was provided by the federal programme of transnational cooperation of the “Bundesministerium für Verkehr und digitale Infrastruktur” (“Federal Ministry of Transport and Digital Infrastructure”).

Numerous evaluated projects concerning large German rivers have shown that EU-funding programmes do not fund big investment measures, but the INTERREG-funded transnational cooperation in international river basins can have a significant influence on the coordination and strategy of flood prevention. Also the interdisciplinary involvement of relevant bodies in the flood prevention is significantly supported by INTERREG-projects. And there are good examples of preparing transnationally motivated investments in INTERREG projects, without which the realisation, for example of important retentions areas, would not have been realised or would have been realised much slower.

The findings are summarised in a final report, which will soon be published as a brochure.
